An alternative for time-based media or audio description of the prerecorded video content is provided for synchronized media, except when the media is a media alternative for text and is clearly labeled as such.>

Explanation

Video content like interviews, promotions and instructional videos must have audio description, unless it already has a text alternative, so someone who can’t see the video can still understand it.
